How are international players available for more fixtures?

PRO16 fixtures can/will be scheduled so as not to clash with Internationals - with 18 league fixture weekends against the current 21, that's at least 3 clashes that can be avoided. In theory, the Test players will play in a greater proportion of PRO16 games.

Hmm, it's only a greater proportion because we'll be playing less games!

The league's solution to the lack of top players playing in the test window games is just to shelve those test window games.

Our season tickets are getting less value for money each season.

Two more South African teams poised to join our league, to form the PRO16, according to Simon Thomas (how good is it to see him back at work, btw?).

Strong rumours that 2 from the remaining SA teams of Bulls, Sharks or Stormers would switch from SuperRugby for 2020-21, with Griquas and Pumas also possibilities.

16 teams would allow a season structure of 15 games either home or away, with 3 further ties against derby opponents. 18 regular season games, versus the current 21, would mean fewer clashes with international games during the AIS & 6Ns, so international players would be available for more fixtures.

This may have been a negotiating position. A new super rugby format has been announced with 4 SA teams and without the Sunwolves. (The saffers did not like travelling to Japan). So now they have what they want, perhaps that's the end of wanting to join us.

I see your point, but Value for money for me is higher quality games rather than an extra home fixture against Zebre, Southern Kings or a half strength Scottish team.
