why not simply have a 2 leg play off for the last few Heineken spots between the respective sides on the cusp of qualification in the celtic and the English/French?

The HC in its current form enables countries like Italy and Scotland to strengthen, which in turn makes European/ 6 Nations a better comp.
The self serving English and French need to be careful what they wish for.
Expansion not contraction is the key to making European rugby stronger.

Big news, I guess both sides of the story have a point. One side is that all countries should have teams representing and the other is that it's not fair for some English and French teams.
