Looks like contact with shoulder, neck and then possibly jaw. A pretty unique set of circumstances in the game.... Except that is how Wales online describes Tipuric's attempt to tackle SHC.

No... Just Fonotia and the Ulster no 6 who was red carded. Make of that what you will. Fonotia's arm was not in a good shape and he may well suffer a suspension. However.......

Is easy to look at these things in slow motion. His elbow goes high to push George unfortunate it’s at his neck. Timing is bad but not malicious. |

It's all pretty static, neither player is arriving at pace, Fonotia has virtually stopped to take the pass and North is bracing himself to make the tackle. North got hurt by the contact so I suspect that's the reason for the citing. If Hidalgo Cline had stayed down after Tipuric took him high with a stiff arm there would have been a second citing. Who was the citing officer?
