He was under contract with Leicester when the new rule came in, so can be selected for the duration of that contract. After that he’d have to join a region to continue playing for Wales. Saw somewhere earlier that we were keeping an eye on him.

Yep and Bigger has enough caps (over 65 needed isn't it) so he can play in whichever country he likes and still get picked. Reports suggest he is playing great for Northampton.

More of a mix in this squad - more Dragons than Blues, despite their relative performances, although 3 virtually nailed-on Blues missing through injury, vs 2 Scarlets, 2 Ospreys & a Dragon (+ Bath's Faletau).

Scarlets 12
Ospreys 10
Dragons 6
Cardiff Blues 4
Eng Prem 5

Gats & Co almost always seem to add players from other positions as soon as someone's injured in training, like they've just realised that their squad's not balanced - lose a wing, so call up a pair of flankers. Wacko

Yes that's a surprise s they have been doing well recently , on the other hand probably good for the Blues themselves not to lose too many , its always nice to see our players rewarded and on the one hand we are annoyed if they are not but then we end up losing too many players particularly when we have injuries as well!!

Will Gats allow players back to the Regions if not chosen for the Matchday 23?
It is unlikely that all our 12 players in the Wales squad will be in the marchday 23.

Mind you, the only three possibilities to be excluded are Rhys Patchell (HIA too recent), Steff Evans and an outside chance that Ha'penny may lose out with Anscombe and Biggar and some inform back three to boot, namely, Morgan, North, Adams and Liam Williams.

Can anyone explain how Lydiate has made the squad ? 

Before this season he'd made 11 appearances for the O's in 2 seasons ! The game has moved on. He's said for a number of years that he needs to develop his carrying and ball handling skills. Has he done so ?????

Gatland seems to be showing blind loyalty here. His NDC was renewed approximately March 2017, along with Baldwin's. He's not in the squad however, so shouldn't he 'lose' his NDC ???

That surprised me too... I'd have expected Ollie Griffiths or Thomas Young (or both) in the squad before Lydiate, ATM.

Trying to answer my own question. There will be 15 days before the Kick off of the AI's. Isn't the window 13 days? So our full squad should be available against Leicester.
