So if you're rolling around in agony, but the ref doesn't believe you, you get a yellow card?

Gut reaction is that there are some quite useful proposals there but no doubt coaches are looking already for ways to use to their advantage!

referees can' ref the current scrum laws such as binding on the arms, feeding the scrum (yellow card after 3?) and these occur in front of them or their assistant ref colleagues. Thus is pie in the sky meddling for meddlung sake, why not try and concentrate on the laws they already have an implement them regularly. Feining inkury is unsportsmanlike already covered by the laws, scrum set in 30 secs unachievable if you have had a period of say 10-12 phases as you'll have forwards getting up from at least two rucks and by the time the packs have gathered themselves from around the park the ref will have given up on the 30 sec rule assuming they even bother after the 1st league game
