Sounds like a desperate idea dreamt up by someone involved with a failed structure in South Africa that's trying to justify their job. The issues you hilight jus add to the argument not to take it seriously

Does it? Realistically the best thing we could do over the next few years is enter a British League minus the Italians and including the 4 Welsh, 4 Irish, 2 Scots, 12 English in the top league and 2 more from the Championship- London Irish and the Cornish Pirates (with their new stadium) maybe?
Split that into two tiers with two relegations and promotions each year.
Then maybe a third tier with English Championship teams, Regional A teams, and Irish A teams?

Toulon had half their quad in the Central Travelodge the last time we played them !
There are many things different about Toulon. Staying and training in the area for about 3 days being another, on their previous visit. Good on 'em.

Think one long haul flight to encompass both away fixtures would be very sensible on lots of levels, not just financially. The Saffers could do similarly for their away matches.

It'd mean the PRO12 would have to give all clubs equal and better balance of home and away scheduling than they've been capable of/willing to do so far.

Let's see what happens.

Apparently would be looking at a conference based system so less games for everyone.

I think that sentence sums up the Pro12 for me. It truly is the AirB&B of rugby leagues.

True , if the TV money stacks up but it is such a cobbled up thing compared to the English league with clubs playing within 50- 250 miles of each other whilst Pro 12 brigade are travelling huge distances. Anyway let's see what happens. All options are worth looking at.
