The regions has 23 players featuring on a weekend. The rest shoulld playing for semi pro sides every week (if they are fit including the rfc) that would help

In some cases for sure, but it's a damned if you do and damned if you don't scenario for me.

The Semi pro teams in the region (not Quins for some reason) play a stack of Academy and delvopment players by and large, and also it's a good platform for players making their way back from injury (Like Iestyn Rees, Tomi Lewis, Corey Baldwin, Dan Davis in the recent games).

The challenge is that just to give guys outside the Scarlets match day 23 a 'game' is riddled with risk of injury, and the Scarlets squad, already compromised with 25% of the squad usually injured ( which is standard) is compromised further.

I see the above as a different issue to the RFC larger playing squad challenge, it's well catalogued that the team is seriously under funded in comparison to other teams, including Quins and Drovers.

for how rugby working nowadays, should be really strange to have a 20yo talent playing in regional rugby and not higher level.
but regional rugby could be really good for players who lost their best form and can help youngsters with their experience
