How should I feel about being able to spend over the line that England has deemed unwise, at least at the all-squad level?

You’d have to think this means other business regarding outgoing salaries is being concluded.
English clubs have a tight salary cap and Wasps are heavily indebted.

Waw. This is an immense signing. 

Not sure what our squad is going to look like next year, but this is a unbelievable addition.

Made his comeback from injury for Wasps today. Came off the bench, lasted a few minutes before walking off injured.
