Amazed no-one has bought this up, unless I've missed it. Probably because we are still in the dark as to what it means! Does Y11 really want to run two clubs (which they can do with written prior permission from the WRU) in which case we could be doomed?
Or have they given the WRU a secret "nod and a wink" that they will plan on a merger of the two teams to create "Glamorgan Ospreys" based at Cardiff Arms Park, in time for the start of the 2027-28 season? (next season 2026-27 being the last under the current 4 region PRA)

It's being discussed in the sempiternal "Three Sides" thread in Scarlets General.

On the running two clubs question, they'd also need it to be signed off by World Rugby which would seem unlikely imo.

It's widely thought that the likely outcome is that the WRU will swap control of Cardiff with control of the Ospreys as part of the deal and wind them up once they get the OK from the URC.

As I understand it, it only has to be signed off by World Rugby as well, if the two clubs involved are under different unions.

14.1 Prohibition on Dual Ownership

​"No individual, body corporate, partnership, trust or any other entity (“Entity”) may directly or indirectly own or control more than one Club except with the prior written consent of the Union concerned, or where Clubs from different Unions are involved, the written consent of the Unions concerned and World Rugby."
