I know that under the present laws, clever defenders can put a foot in touch, catch a ball, and then claim that it went directly into touch if it was kicked outside the 22 - Shane W. did this on Saturday by actually jumping into touch as he caught a ball.

However, one player (forget who) pulled off a different version on Saturday - he was hoping the ball would roll over the goal line, so that he could touch down for a 22 drop out. He realised the ball would not get there, so he put one foot BEHIND the goal line, and on the ground, THEN he picked up the ball (in front of the line) and touched it down behind the line for a 22.

The ref agreed with the player's interpretation, and awarded the 22 drop out. Was this correct? I've never seen this done before.

Nothing wrong with that. Stevo did a version of it out in Paris this season. Its happennign more and more with the increase in kicking.
 
I think the rules state that the ball must still be rolling when picked up. It cannot be stationary.

That the key part of the law.  As long as the ball is still rolling/moving then it's fine.

Exactly, the ball must not have stopped.
The same law applies if a player has his back foot on or behind the 22, & calls a mark. Even though most of his body is "outside" the 22, he is deemed to be within the 22 & the mark is taken from the place where the back foot was.

H'm - interesting. I'm not convinced the ball was still moving, but maybe it was.
