This could have big implications for Carmarthen Quins whose ground has a poor grandstand facility and no covered terracing.  However, unless they are relegated, they are likely to be given time to meet the requirements.



PREMIER LEAGUE'S NEW BLUEPRINT
 
A Blueprint to improve standards in the semi-professional Premier Division of Welsh rugby has been drawn up.

Following consultations between WRU general manager Steve Lewis and the current Premier clubs, provisional criteria for future Premiership membership are set to be impelmented this year.

The criteria, which will affect Carmarthen Quins and Llandovery, are expected to be brought in later in 2005 but it will not affect this season's promotion and relegation issues.

More than one current Premier club is unlikely to meet all the criteria but, unless they are relegated, they are likely to be given time to meet the requirements.

The new Premier Division blueprint will set ground standards in respect of capacity, grandstand facilities and covered terracing.

There are ongoing discussions also on other criteria such as floodlight specifications, toilet facilities, disabled access, medical and press rooms, programme quality, parking and clubhouse facilities.

Clubs will also be asked to produce a development programme for junior and youth rugby, all in the search for an overall improvement in the way the semi-professional league can provide a sound base for Welsh rugby up to regional level.

A new Premier Rugby Board consisting of four club representatives plus a WRU official has been voted for by the clubs to discuss future issues relevant to the Premier Division.

The Board consists of Cross Keys' Chris Clarke, Swansea's Byron Mogford, Neath's Mike Price and Llandovery's Handel Davies.

"Steve Lewis was given the target of putting together the criteria for participation in the Premier Division by the end of 2004-2005," said Premier clubs' chairman Chris Clarke.

"He could have done so himself but said at the start that the clubs should have an input.

"We began meeting in the summer and have been meeting on a regular basis ever since and have jointly formulated ideas within the criteria."

Llandovery representative Handel Davies said: "The criteria will affect current Premier Division clubs and those wishing to progress into the division but specific time scales have still to be determined.

"The criteria would be a starting point and the new Premier Rugby Board would play a part in improving it as well as discussing other issues relevant to the division."

Davies added: "It is encouraging that the Welsh Rugby Union, through its general manager, Steve Lewis, invited the Premier clubs to put ideas forward. It shows a commitment to working together for the future.

"All the clubs agree that there should be a criteria for playing in the Premier Division and see it as a move forward to better standards in general."

Both clubs mentioned have a stand, what are they missing exactly and indeed I think that all clubs I have visited this season, except Bedlinog have had pretty tidy facilities all things taken into account. Lets not forget that Llanelli only have Stradey to play on `cos of the way in which it's all ended up, where else would they play if Stradey was made `unavailable`??

Paragraph 6, that's Stradey failing at least half the criteria!

Don't really like Quins ground myself, but they've ample capacity, or is it an attempt to reduce the premier division, hence less funding from the wru?

Covered terracing would affect Pontypool, Swansea, Narberth, Llandovery, Quins, Caerphilly, Cross Keys, Newbridge, Aberavon/Llanelli (to a degree) and others which I can't think of 'cos I've had a long day

As a matter of interest, are Swansea RFC moving to the new gaff, or staying in St Helens? quite possibly the worst "top class" ground i've ever been to, and it was a blydi state in the 70's, apart from knocking down the roof of the scoreboard end nothing's ever been done there.

Hmm.

A few 1st Division Teams will be reading this too.  Got to be a bit worrying as we'll have to improve before we can qualify for the Premiership.  With the crowds and revenue generated in the division compared to Quins support etc.

Worrying news.

Is this a case of great minds...
Or fools rarely... ?

Its just a way of preventing promotion into the division. Existing clubs are given time to comply and never get it right. Promoted clubs fail because they don't have 10 square metres of concrete at the bottom end of the carpark or something similarly stupid.

The Football league has been doing it for years.
