At the Blues v Scarlets game, we were awarded a penalty at the end of the game which, by the time it was kicked, was in dead time. As we all remember, it fell short and the game continued. Had it gone dead (e.g. Too long but missed), the game would have ended.
The question is, had Aled Thomas just turned to the touch line and kicked the ball out as a place kick, what would the ref have done? Awarded a penalty against Thomas for unsporting behaviour or would he have had to just call time?

Being as he had indicated a shot at goal, that is what it has to be ! Had he kicked to touch, the game has NOT been concluded, & a penalty would be awarded to the Blues at the original mark.

Ok then. Rather than use accuracy and aim for the posts, could he have just hoofed it straight and as hard as possible in the general direction of the posts but make sure it actually went dead?

Being an ex Open-side, who occasionally kicked the odd penalty, that WAS my technique !! 
New thought ...
Player - "Ref .. is there time for the Line Out ?" Ref - "No!"
Player - [Kicks the ball off the park at the nearest point !]
Now that's game management !
