i have a question,


it might be a stupid one but

can players request a tmo if the ref feels theres no need for it in the first place?

Simple answer.... NO !
 
The TMO is there to assist Refs in making the correct decision, If the Ref can't make the decision in the first place, he goes to the TMO, & asks him a direct question, i.e. "can you see a reason why I can't award a try ?" The TMO can only answer the question, (in this case "Yes" or "No") he can't give personal opinions or views.
 
The Referees decision is final, so should the Referee award a try, one would assume he is happy with "what he saw". A player who then queried his decision, could be guilty of misconduct, potentially resulting in a penalty from half way to the side that had just scored.
