It's not as straight forward as that though. What if a player intentionally prices himself out of a move to a Welsh side? If it was down to me it would be even stricter than it already is.
I thought the clubs operate within set brackets of money that they can offer? So if a player has been capped there'd be a level of acceptable pay which any team could offer and if the player doesn't accept it then I agree they should be ineligible, but what happens if no offer is made? or is there always an offer on the table from someone?
Im talking about English based players who have to come back to Wales
So am I? Confused

It would be great to have Sheedy and LRZ back in Wales for any of the regions.

Why are people against competition for places? If Sheedy joins a Welsh side he shouldn't be guaranteed a starting spot.

Why would a player join a club that he may not start games at?
Whatever standard of player you are you “may not start games” at any club you sign for.
I still wake up late at night and think of what might have been when tim stimpson hit that jammy penalty1

Stronger regions might be competitive in the league. Irish clubs retain most of their national team players and its no surprise why they’ve dominated at club level for so long. Bums on seats is another factor.

But if you 'come back'to Wales from an English club ,it's because the national coach wants to pick you for Wales, and the WRU then commit to paying 80%of whatever you get.In which case,"you may not start games"quite often, but if the National Coach wants you to play, then you start.

Not on today's showing.  Shut out by Munster defence and missed kicks to touch and goal.  Huge potential, yes, but still a lot to learn and behind Sheedy in consistency, who still has a bit to go himself.  Neither has the control or consistency of Biggar yet.

the one kick where it went dead was immediately after he had been hit with a jarring tackle. On reflection someone else should have taken that kick but otherwise his line kicking was fine. He played very well against a defeated pack

I get the feeling the Board have been looking but probably haven’t found a 2nd row at the right price. They’re one of the most highly paid positions in rugby generally and we can’t afford to sign an expensive one who then doesn’t cut the mustard.

After today it shows how much we need one but we mustn’t panic buy an average lock on a massive salary.

Costellow puts his body on the line in defence and takes some big hits. If only some of our bigger and more experienced players had the same attitude and courage we may have performed a lot better today.

Both Costellow and Rogers played with a courage that should shame many of their team-mates.

If Pivac is basing his squad on just this weekend he’ll pick all Dragons players. That’s not how it works though by just one weekend.
