When is the ball officially out of a ruck? When the scrum half touches it or do they have to be officially "in control" of it for the ruck to be over?

Related to the penalty against Josh running in yesterday after the Leinster scrum half rolled the ball with one hand to get it set up better for the pass.

if a player stood ouside the ruck, plays the ball, the ruck is deemed to be over. Josh was penalised for offside as he was not behind the back foot before he started his move for the ball.

I'd like to know this too.

Some say that if a hand is on it then it can then be played.

Others say that it's only playable once it is OUT of the ruck. (which it wasn't)

What's the definition of "played" SM: does this include touching it with one finger or does it have to be picked up?

Ref called "use it" then josh came in, thinking the ball was out.

When it was still in the ruck.

"use it" means that the ref is giving the acting scrum half 5 seconds to use the ball that is currently playable by him. and not that its out and is a free for all.

So Jon, Josh was right to come in for the ball after Reddan had rolled the ball back with his hand. It's just that his starting position was in front of the back foot? What if Reddan had rolled the ball back with his feet? Is it still a player standing outside the ruck playing the ball therefore ruck over?

I think that the law here needs clarification. I've often seen a scrum half put his foot into a ruck and roll the ball back in order to get it away form any stray feet. I guess with the new 5 second rule this will become less prevalent, but in this case what is the definiton of ' a player stood outside of the ruck playing the ball' ?
Have refs not been applying the rule correctly or what ?
Genuine question here, not having a go at refs !
